Downloading content via 3G /4G

Ive downloaded the app and postponed opening it. Now I opened the app for the first time (being on 4G) and it automatically started downloading content (I calculated it will be over 200MB) WITHOUT asking for permission on any notice that I could pay for it or drain my packets! Microsoft is the developer? No way!
